Have the mobile operators made any provisions?

I think so since they were part of the steering committee.  You may recall that in December they sought for an extension hence April 1st.

Does CCK require operators to provide some sort of signal?

CCK can respond better on the technical aspects.  If I am not wrong, this has already been done.

Or would Dr Ndemo be able to answer?
