[kictanet] Immigration Department - Illegal to give out complaints e-mail address?

Is it illegal for staff at the Immigration Dept to give out a complaints e-mail address? 

Why does one have to be referred to the Immigration website when they have made the trip all the way to Nyayo Hse?
