Without effective deterrence, driver education is meaningless! Greed (including
meaningless greed!) prevails.
We need a carrot and stick approach!
In Europe & North America they tie one's driving record to insurance premiums;
traffic violations (based on severity) add up to demerit points; the more one
has the higher the insurance premiums - the stick!
A good driving records helps save on premiums - the carrot!
Here is what I wrote back in the 1990s (Road Accidents in Kenya - Some
Thoughts); things seem to have worsened since then, despite the flip in
improvement under Michuki.
