In economics, there is a general consensus that electricity is most
efficiently run as a government monopoly. However, in this case, given that
the administration is so terrible, I think a strong case can be made for
competition in electricity provision in Kenya.

Often, small towns have their own electricity cooperatives. This is a
possible model.
