Hi Catherine,

I noted your pertinent query to one Mr. Paul Kukubo and was waiting for a 
response which, as expected, has not been posted which has made we raise this 
question.

"are postings from the account titled Paul Kukubo done by him or is it a robot 
that scans the web and sends out automated messages?"

I raise this question because whenever any postings are made from that account 
and one of the listers responds or requests clarification the post goes cold. 
 Maybe it is time that the list administrator implements a mechanism to stop 
automated postings.

When issues are posted and not responded to it turns the list into an 
advertising and monologue platform which defeats its objective.  Such static 
information needs to be posted on organisation websites and in newspapers not on 
a discussion forum especially when the originator has absolutely no intention of 
having the issue discussed.

It reminds me of a statement by one very wealthy local businessman who said of 
tenders "if your participation in a tender is when you see it advertised then 
you are wasting time and money by responding as by this stage the recipient of 
the tender is already known".

Thanks for this information Paul, however, if possible, kindly share the 
Objectives of the study; it will inform a little more. Also do you plan this to 
be an impact study combined with one assessing potential in the ICT industry? A 
little clarity may help so you can benefit from the excellent researchers here 
on Kictanet.
