There are just a handful of local entrepreneurs distributing IP signal. 
Unless there is a policy change, we should not discriminate against the
Chinese. There is no significant impact on Kenya at all.  Otherwise we
then must begin to worry about all tier one operators.  The chinese are
getting tier two operator license that thirty more firms have.
