[kictanet] [KICTAnet] Update on National Optical Fiber Backbone Infrastructure (NOFBI)

That's unfortunate, as it would be great for such information to be linked
to an authoritative online source, since anyone can create a map and send it
as an email attachment.

Listers, any suggestion on the best online home for this map?
