Ndemo,

As we both know the lessons learnt are critical on this kind of  
transition. Local solutions and local funding startegies should be  
sort soonest to eleminate current and potential handicaps becoming the  
norm. A clean sweap is inevitable. As it is the change agents are now  
on the outside and the cost of maintaining status quo is greater then  
the challenge for funding and starting the turnaround soonest.
