[kictanet] Yawe for Post Master General

I find that I usually don't receive them - two or three packages sent from
Europe took months (!) to reach me, and another two are still missing and
I've written them off. So I don't ask people to send anything in the mail
anymore, but to courier the items, or give them to someon who's traveling.

So this situation could clearly do with some improvements. Robert, what's
your qualification to turn this parastatal around?
