Nice ideas Robert. Key item that should be included would be digitized  
educational content to put the computers to optimum use by both  
learners and teachers. That would account for approx 15% of the budget.

Only then would the students trully benefit from the equipment and see  
improved learning outcomes especially in the sciences and mathematic
