[kictanet] Privacy vs National Interest

I'm just wondering if Safaricom really needs to avail subscriber numbers 
to me to send mass SMS's. It is common knowledge that Safaricom has 
0722..., 0723..., 0724... etc. If I have enough cash like we know 
campaigners have I just send SMS's to the numbers prefixed with those 
codes en masse and I'm sure I'll hit more than 60% of them.
