[kictanet] Safaricom partners with KPLC to expand its data footprint

Hi Harry,

This does seem to be one way forward for Africa, We already have many
1000s of kms of fiber on power lines largely unused across the
continent.

However, I am curious as to why it was not done in an Open Access
manner?  What am I missing here?
