[kictanet] Universal Access in Kenya (Is it really working?)

Thank you Dr. Ndemo. As alluded by Walu, I was curious whether this was a
voluntary CSR affair or to what extent it is designed as to be compliant
with the provisions of the Communications (Amendment) Act 2009. Perhaps Paul
will shed some more light on the design for participation of operators (all
