Samuel,

But what say you of the Christian town of Kijabe, where cigars nor bars are never to be sighted? And this has been the case in Kijabe for years and even captured in the newspapers a few years ago. Kijabe town proclamation by Christians and Mandera one by Muslims...which is lesser of an evil?

Again the whole argument shouldnt be tied to the proposed consititution since its happening right under the watch of the current constitution. So to say NO would simply retain the status quo which has the same provisions already.
