Is there a single "EA voice" on IG issues?  I understand the notion of
having a EA policy framework coming out of the EAIGF.  That is a very
powerful role for the EAIGF indeed.

My objection is mainly that we seem to think in terms of nation states
as the basic unit of IG policy making.   From my experience, that is
not the case, and I oppose any attempts to
make it so.
