Engineer Kariuki,
The ICT Policy in Section 5.10 envisages sharing and states as follows:
" 5.10 Facility Sharing
The Government will *promote* sharing of natural sites,physical
infrastructure and co-location of ICT facilities by licensed operators."
Sorry for taking the discussion backwards maybe the word *promote *should be
replaced with *Compelled*, what do you think?, it might end this problem
