Senaji,
Thanks for the suggestions.  In the recent budget, we did exactly that. 
Stimulus package in MOE, 210 Computer Laboratories in all Constituencies
for high schools; in MoY&S training of Youth to take advantage of ICTs and
the general public including University Students subsidized lap tops
numbering One million.  The ball is clearly in the mwananchi's court.
