Since the final draft was undownloadable, my comments are based on the preliminary draft. Sounds to me more like a 'Sector Strategy', but certainly an improvement over previous instruments.

I am Esther Wanjau, Assistant Director, ICT in the Ministry of Information and Communications.  The Permanent Secretary, Dr. Bitange Ndemo has asked me to inform all of you that the ICT Sector Master Plan is ready and he welcomes you to send your comments before it is finalised.
 
You can download it from www.information.go.ke . Send your comments to info at information.go.ke or enter the discussion forum using the link www.information.go.ke/forum. You will be required to register first but this is free.  When you go to the link click on ICT SECTOR MASTER PLAN under forum and then NEW TOPIC.
