[kictanet] New DG

I thought ICTs are supposed to promote efficient and effective exchange of
Information, something went wrong somewhere in the manner in which the
appointment was made regardless of the outcome, thats what we may need to
look at instead of this nasty kind of exchange maybe Adeniji can help before
he goes back to Nigeria, anyway let me congratulate the new DG as well
