Alex,
  I agree with you. Those who know the history of KICTANET know what role Florence played in its formation. Yea, Florence is not a 'foreigner' to ICT in Kenya  or KICTANET and she will definitely be a good 'judge' as you put it.

On a light note, I fear if we take "enclosed" angle, we may end up asking for
42 regionally balanced facilitators and then be assured several will skip it.
