Dear Kagwe,

All airplanes and ships are fitted with an Emergency Locator Transmitter
 commonly referred to 'ELT'.  The ELT works in a similar was as you
mentioned. For more information please see the wikipedia definition

The KQ flight had the ELT device as all other jets do. I believe the
investigators report will dwell onto the issues why it took long to
trace the planes location.
