[kictanet] Vertical or Horizontal Internet Market Structures?

Mucheru,
It would be nice to ran a moderated 1week discussion on the
Recommendations arising from the Internet Study. In
particular I am concerned about promoting 'Vertical' as
opposed to 'Horizontal' Licencing regimes for the Internet
sector.
My understanding being that the market should be
discouraging Operator's that operate accross the full
(Vertical) spectrum of the internet services. I feel that
we should NOT be licencing single entities to operate at
the International Gateway(Wholesale) Level, the National
(Distribution) Level, and at the End-User (Retail) levels.
Instead we should promote and encourage competition within
specific levels of Wholesale, Distribution and Retailing of
Internet Services (Horizontal Licensing). I don't claim to
know how it can be done, particularly considering that the
Internet Market at the moment is in a kind of
'free-for-all' situation with 'Wholesalers' behaving like
'Retailers' and 'Retailers' bahaving like 'Wholesalers'
just to say the least. In such a market, it becomes very
easy for one player to build and exploit market dominance
status a.k.a monopoly status?
But maybe I jump the gun, lets wait and review the Internet
Study Market Report and pick it up from there.
