[Kictanet] Gazettement of the Kenya National ICT Policy

The Minister has gazetted the National ICT Policy and therefore conforms to
the requirement of Kenya Communications Act 1998 as a policy notification to
Communications Commission of Kenya. CCK may therefore implement the   policy
