Hi All

Attached is a paper on Interconnection charges commissioned by the 
Association for Progressive Communications  (APC) written by Mike Jensen.
"He argues for a competitive environment .. but with the regulatory process 
intervening to encourage open access approaches to infrastructure.. e.g. by 
making it compulsory for dark fibre to be made available and for
unbundling of local loop. Also for 'cost-based' interconnection rates".
