Yes,

We should all discourage software piracy. It is illegal. However due to 
the high license fees, it has been very difficult to deal with this 
problem in Africa and of course in Kenya.

But there are alternatives. Free and Open Source software (FOSS) exists 
for all those who cannot commit software licence fees and should be 
encouraged across board to even those who feel that they can afford. 
Organisations are always trying to cut costs and FOSS can facilitate in 
this.
