[kictanet] KES 15.6 Billion Allocated to ICT

@Barrack Otieno <Otieno.barrack at gmail.com> thank you and yes, I am with
you, e.g For the last 4 months there has been this "new" e-Development
Permit System
 at the Nairobi County office and if you have a drawing that you uploaded
to their "new" system , the officer at the county office has NOT been able
to "log in" and approve the drawing.
Not able to  log in for a day, maybe 2 days? or even a week COULD be
explained....for 4 months? ??

Is it that the platform is not working as it should? Is it "power" at play
between whoever??  Cartel shenanigans ? politics? what?

Anyone here from the Nairobi County office??
