the complex crimes comes about when multiple experts are needed to un earth
a criminal activity, like when cyber forensics, toxologist, document
examiner, criminologist, pathologist, foresic accountant,  among oters are
needed to investigate, collect  and analyse evidence at crime. the DCI
should have a well cordiated rules of engagement with other stake holders
outside police force to win war on cyber crime
