The strategic plan gives the roadmap on achieving our mandate through 5
thematic areas as guided by the National ICT Masterplan. These are Shared
Services, Human Capital Development, ICT Innovation and Enterprise,
Information Security and ICT Governance.

We hope to achieve this through strategic partnerships and we invite you to
join us in this journey to consolidate our gains and make Kenya the leader
in ICT.

In this newsletter, we have outlined some of the projects that we have
recently been involved in and highlighted areas that we continue to work on.

*Government speeds up pace of ICT adoption in its agencies*



To speed up the Digital transformation agenda in government operations, the
ICT Authority will for the next 90 days implement a fast-paced delivery on
four key areas. These areas are:-

1)   Internet Access

2)   Websites

3)   Government Email

4)   Information Security

5)   Capacity & Training





How are we doing this? Practical training has been offered to a team made
up of ICT officers, Public Communication officers, Digital Talent interns
and ICT Authority staff. We are now deploying them back to the ministries
where they will in the next 60 days bring government to speed in the 4 key
areas identified.



*Kenya Open Data to have more user-friendly data*



>From July this year you can expect a more robust, user-friendly and
intuitive Open Data portal. We now have a solid team in place made up of
diverse professionals from data experts in Geographic Information Systems,
analytics and coordinators whose work will ensure the portal meets its
objectives.  With this team, we are able to strongly focus on data supply
initiatives to bring more government data to the portal for easy access by
the public.



The Open Data team is currently conducting a government-wide data survey
that will ascertain the availability of datasets and readiness of the
various government ministries in opening up data. This is also in
anticipation of the Access to Information Bill and the Data Protection Bill
that are currently in parliament.


During the course of the year, the team will host workshops that will
engage civil society, academia, media, and entrepreneurs to raise awareness
and engage with them on their data needs, while creating demand for the

 The first workshop, to be held in late June, will focus on needs and
demands from Civil Society.

*Kenya history goes online*



Soon, you can go down memory lane, by browsing photographs and audio clips
of Kenya's history, wherever you are.

Kenya News Agency (KNA) holds more than 500 thousand copies of images and
audio clips that are now being digitized. The photo library collection
dates back to 1936 and documents Kenyan life through the decades.





The ICT Authority is working with KNA to digitize all the images, by
December 2015.

We toured the digitization center recently and found the team busy sorting
out the heaps of photographs in preparation for the task of digitizing.* View

*What is The ICT Authority doing about Connectivity?*



The ICT Authority, is looking at advancing broadband connectivity across
the country by ensuring the supply and demand of services are in tandem.
 On the supply side, there is *National Fibre Backbone (NOFBI) *which is
looking at connecting all 47 counties to the fibre backbone by December
this year. The project has so far covered 28 towns and hopes at easing
communication across counties as well as improving government e-services

>From NOFBI the last mile connectivity takes over and connects County
offices from the fibre link. Already, the County Connectivity Project (CCP)
has connected 29 County Commissioner's offices to the network.

This has allowed commissioner's connection to high speed
video-conferencing,IP telephone and high-speed internet.



The project team is now embarking on the second aspect of the project to
start in Mid June 2015 with the installation of the remaining 19 counties
that are not yet connected. The installation testing and commissioning of
this new counties is expected to be completed by January 2016.*Read More

To ensure that broadband supply meets demand for e-services at county
level, the Authority is working with all counties in developing County ICT
Roadmaps. This initiative kicked off in March 2015, and will last for the
next 6 months.

After the launch of the ICT Road Maps, the Counties shall begin to execute

*Working with Nairobi City County to embrace e-services*



We are working with Nairobi City County on the below projects:-

   1. *eJijipay Revenue Collection System* - ICTA has offered technical
    support towards the implementation of this project since inception in
   April 2014. So far Single Business permit, Land Rates, Market Rates,
   Vehicle parking, eConstruction and Ad Manager have been successfully
   developed and deployed. Factors critical to successful deployment are
   internal and public communications, change management and executive support
   and stewardship of the project.
   2. *Unified Communications*- The procurement process has been completed
   and contract signing is underway. The project will begin in June 2015.
   3. *Integrated City Revenue Management System *- This was advertised in
   May and will be closed on 19th June 2015. Implementation is projected to
   begin in the second half of 2015.
   4. *Web Portal-*This was successfully launched in April 2014.The County
   is working on an automated consolidated workflow for license acquisition by
   business owners that begins with application for requisite licenses and
   ends with issuance of the Single Business Permit. This will allow business
   owners to display one license for all NCC licenses required by law.

*Give us your feedback on Critical Infrastructure Draft Bill *



The critical infrastructure Draft bill is now ready and you can make your
contributions. We will be sharing the draft bill soon.

The bill, intends to provide the legislative and policy framework for the
protection of critical infrastructure in the country. This will in turn
save the country a lot of resources currently being used to maintain and
protect the infrastructure. The Infrastructure under this bill
includes;  Information, Communication and Technology, Energy and Petroleum,
Transport and Infrastructure, Housing and Urban Development and Water and
Sewerage systems.



The bill is timely as it looks at bringing down the losses incurred through
damage to infrastructure to below Ksh. 500 million in the next three years
from the current Ksh. 1.5 billion to Ksh.2 billion annually.

On 21st April, stakeholders made their contributions towards the bills at
the Bomas of Kenya, Nairobi. More than 200 participants drawn from members
of the public, government institutions, ICT, transport, energy and

*Whole of Government set to use official emails*



The Government has in the past faced daunting challenges in the management
of email services across the public service. This has led to untimely
upgrades, non-compliance to licensing requirements and either duplication
or lack of technical competence to provide optimal support.


As a way of mitigating this unrelenting problem, improving quality of email
services in government and relieving ICT staff in ministry of
time-consuming maintenance efforts, ICT Authority embarked on an initiative
that adopted a different model of email services delivery where all
ministries email services were to be provided on a hosted platform for all.



The Authority is in the process of procuring an email management solution.

Government, saw 33 startup companies become beneficiaries.
The team is currently developing an ITES Export Strategy. The project has
facilitated several consultative forums between the ITC consultants, the
Ministry of ICT, ICT Authority (ICTA), KITOS and other stakeholders to
review the National ICT Master Plan and assess the export capacity of the
IT&ITES sector.


To make this an inclusive and consultative process, the project has
facilitated the formation of caucus groups.The export strategy for the

which recruited 100 interns  to gain experience in government and private
sector has currently been offering them training and certification in the
following areas : Microsoft - V learning platforms, Oracle modules ,HP
-Entrepreneurship skills & CISCO certification. The interns have been
deployed in both public and private sector to enhance government capacity
in ICT.

The interns are now part of the rapid results initiative that will assist
government departments to speed up ICT adoption. The programme hopes to
assimilate the talent in its operations and is looking at interning at
least 400 fresh graduates next year.

One of the key outcome was that of having a framework to
support entrepreneurs to fabricate, develop and assemble devices uniquely
designed to respond to local needs and demands at a low cost. This was to
include looking at the taxation of components used in hardware assembling.
We are glad to report that this is one of the outcomes that the government
is taking into consideration as it looks towards adopting a sustainable
digital literacy program.


To increase ICT capacity and literacy, we signed an *MOU with Microsoft

awaiting evaluations so that the best can be selected. They will intern
between Jul-Aug 2015. There are 3 more rounds of applications in the 2015
calendar year. Some of the interns have already got permanent jobs at

*Whole of Government set to use official emails*



The Government has in the past faced daunting challenges in the management
of email services across the public service. This has led to untimely
upgrades, non-compliance to licensing requirements and either duplication
or lack of technical competence to provide optimal support.


As a way of mitigating this unrelenting problem, improving quality of email
services in government and relieving ICT staff in ministry of
time-consuming maintenance efforts, ICT Authority embarked on an initiative
that adopted a different model of email services delivery where all
ministries email services were to be provided on a hosted platform for all.



The Authority is in the process of procuring an email management solution.



*The Global Entrepreneurship Summit to take place in Nairobi*



The 6th edition of the Global Entrepreneurship Summit (GES) takes place in
Nairobi on the 25-26th July, 2015. The event, will be graced by President
Barack Obama.This initiative aims at bringing together entrepreneurs at
various stages of business development. These groups include business
leaders, mentors, and high-level government officials.



Already, three Kenyan science and technology entrepreneurs are
semi-finalists in the Global Innovation through Science and Technology
(GIST) Tech-1 pitch competition.


They are:

In order to make it to the finals hosted at the Global Entrepreneurship
Summit (GES) they need help getting the message out.  Finalists will be
decided by open global voting with each person in the public being eligible
to vote once per day per semi-finalist.

Kenya will be allocated 175 participants in total.  Thirty of these
participants will also be invited to attend a "Day 0" of the women and
youth event.

*Ehealth Conference (22nd -26th June 2015)*

 An initiative of Kenya's Ministry of Health in partnership with key
stakeholders, the E-Health Conference 2015 will involve a series of 4-day

*Innovation Week (5th -7th August 2015)*

The University of Nairobi, through C4DLab has organized a signature event
dubbed "Nairobi Innovation Week" to be held from 5th - 7th August, 2015.
The purpose of the conference is to provide an ecosystem for nurturing and
showcasing innovations in order to strengthen academia, industry and
government linkages for improved economic growth.
During the conference there will be participation from members of the
university from the six colleges, innovators from the industries, research
institutions, practitioners, entrepreneurs and the government.

*India Show - Telecom & IT 2015 (28 - 29th September 2015)*

The event has been organized by the Department of Telecom, Ministry of
Communications and Information (CIT) and Telecom Equipment and Services
Export Promotion Council (TEPC) and hosted by the Ministry of Information
and Communication. The ICT Authority will be organising the event together
