  As Harry has rightly put it, Vision 2030 must be the rallying point for all these ideas, and all we need to do now is figure out how to structure a follow up mechanism around these and the role of ICT community in realizing the vision. Many of our policy makers tend to think that such forums are always there to negatively criticize them, we have to change this. The new structure should be portrayed in its “vision & mission” as a supporting and resource rich platform- one that will only enhance their policy decisions. I for one would want to see a consistence in staying the course for instance in the Outsourcing sector, there has been recent indications that this sector is nearly a lost course, I disagree! Deliberations and action plans on all these great ideas should not just be relegated to archives for PHD students as one has rightly put it. We can do it

  Following this whole discussion I can help but conclude the country have moved to a different stage in the development of the ICT sector. In the past we came together because there were major issues we needed to deal with. The face 2 face was even important to ensure we framed the issues well for the stakeholders.

    a.. We have a policy framework in place (an evolving one)
    b.. The market is competitive (call rates and internet rates are low)
    c.. We are leading in innovations in mobile money globally (mpesa)
    d.. iHub and other open community spaces are doing well - look at the mlab Content and other funding (Billions of shillings)
    e.. John Waibochi is winning global competitions with virtual city
    f.. Cables landed - 4G and evolving
    g.. etc ....
    h.. We still have some legacy issues (Telkom and Posta) - But we know there are qualified people dealing with them amongst others
  Am not saying  things are perfect, only that we have not identified an obvious national cross cutting issue to rally everyone around. Konza is a great but most people I have talked to are not clear how to engage (yet they do not want to be left out).

   

  May I propose an action for this list. Paint a picture of Kenya's ICT sector in 2020. By this I mean, what do we all think Kenya's ICT sector will/can look like in next 10 years.

   

  This will allow each of us to reflect of what we are doing today and how we can impact that vision of tomorrow.

  I am not too sure the sisters can be any more empowered- short of force feeding really!:)

  Those who feel strongly about something tend to drop a line.

  I don't even think it is a gender issue, I am sure if you check out the subscriber base you will find that people are just keeping quiet in the background but picking a lot.

   

  How to make it more interactive?

  My suspicion is that many only read one thread and miss out the main thread of the debate and depending on what a subscriber has responded to, they sometimes "switch off" and do not read any more mails on that topic- in the process missing out on some interesting discussions in between.

  I think those who have something burning to say will say it anyway. The rest are neither here nor there in the debate so they see no need to comment nor read all the threads.

  Maybe on each topic the key Government agencies can be requested to always give an opinion- that may generate more participation.And the subject line would ensure it highlights " XXX's position on....".- Just wondering.

  Glad to read PS Murage's email to Grace- people are indeed reading Kictanet debates.

    Thanks so much Gilda/Grace for your comments. So possibly from your own observation perhaps, how can we make 

    it more interactive and engaging, and attract more participation..? Could it be we need to make the environment a little 

    bit more conducive/friendlier and accommodative enough?  My observation is the sisters are usually too silent. How

    Secondly I do note, in its formative years Kictanet actively & professionally ( through representation) engaged a number

    of players on the national stage, such us the Ps, CCK, Govt Depts, to shape ICT policy. There have been positive results

    from those engagement sessions (kamkunji). That also seems to have faded off..? Any idea..?

     

    This is because I have this strong feeling within, that since Kictanet was formed with the express objective to engage 

    on a multi-stakeholder platform, there has never been such a time in its history as now that we need to engage more, 

    and do so collectively. For instance, I thought this would be a time we would be actively engaging on Konza, Cyber

    security, just to name a few… or..?

    I think it is a cultural thing here. Many people would rather write directly to you during a debate, as you say below, rather than voice their opinion openly. I am thinking Kenyans are still very shy and scared of being seen to "step on another's toes"- just in case their comment may be going against someone's opinion. Many would rather hide and comment quietly to the person next to them or the person they are close to.

    I imagine that is why there are still so many things that remain unchanged in the country that could be changed if people came out and voiced their opinions. But the few who write must never feel discouraged as their voices are still being heard and they are impacting on so many. It takes a few people to bring about change.

      Spot on Gilda. However, it may be useful to hear from some lurkers as to why they are not active participants of the forum (there is not so much from the sisters :)). Maybe there is something that can be done to allow for more participation? I have for example received comments off-list when I have moderated debates, and my question to those listers is that it would be nice for them to raise the very good comments here on this forum. Again, the aim is to strengthen the forum and have it continue to remain relevant. 

       

      On another note, I have seen some of our discussions here quoted authoritatively on mainstream media, as well as on social media.

      I think we need to remember that just like in any other forum, there are always the very few who engage in discussions while most do the listening. That is typical human behaviour, and it is therefore not odd nor is Kictanet dying because not all subscribed listers are actively participating.

      Personally, I am quite happy with the forum.  And there has been so much to learn and listen to in the various debates- very useful.

              This is a powerful testimony.  I do also know of a PhD student whose core dataset is the KICTAnet archives.   And others who got jobs/scholarships arising from KICTAnet posts.  I think these are some of the stories that we want to hear from the "horses" mouth...

              However, on the flip-side, I think we should also welcome the negative experiences - or challenges as it were - so that we can improve going forward.

              I participated in one of the earlier public forums that helped to shape
              Kictanet and that fed into the numerous fiber initiatives to which you and
              most of us now enjoy: directly when we visit the country, and indirectly
              when we interact with good people like yourselves who continue to pave the
              way for how public consultation can shape future growth and development.

              My comments are along three lines:

              1. The benefits of lurkers: Being a lurker is not necessary a bad thing.
              Some of us continue to benefit from this list and learn good practices
              that inform public policy in many other areas. For instance, the Kictanet
              model is replicated across several national discussion lists in West
              Africa and have been suggested as a useful model for public consultation
              on policy issues. Lurkers benefit through propagate the good dialogues
              that emanate from this group in other forums beyond yours. See this as
              Kenya's export to the knowledge and information economy.

              2. Questioning is good: Seeking ways through which this forum would become
              more relevant is also not necessarily a bad thing. Questioning leads to
              improvement. The day that every member of this group thinks that the list
              has arrived (group think), is the day it begins to slowly die a death.
              Thus, a constant review, as someone mentioned, against Kictanet's initial
              objectives is a good starting point; documenting its progress over the
              years through careful research (as another person mentioned) is also
              important. But significant consideration should be given to the  medium of
              delivery and how this is relevant to the context of the times. "The medium
              is the message" (Marshall McLuhan). The medium should thus respond to the
              demands of the time. Considerations should be given to those for whom
              policy is deliberated but who do not have access to deliberate in its
              present form.

              3. Kicktanet is one of several model that works: I am currently finalizing
              a toolkit (ebook and wiki) of several models that have worked for
              generating evidence and for seeking consent of those whom policy will
              affect using case studies of good practice models implemented  across the
              world. Kictanet and this discussion list is featured prominently as one of
              them. I hope to share the outcome of this research once it has been
              published.

              In sum, all these go to say that:

              1. The list is useful to both lurkers and active members.
              2. Its influence transcends Kenya and contributes to shaping policy and
              policy consultation beyond its borders.
              3. The medium should respond to the dynamic context of communication
              technologies, and cater to the local context as well as the growing needs
              of its audience - present and future. It should therefore be shaped
              accordingly.
