[kictanet] "Draft" ICT Practioners Act

I am just wondering how much "Work" it would take to formulate a
legislative instrument to regualte ICT qualifications and profession. I
notice most of the other instruments appear similar except for a few
changes here and there. I have taken one and put a few changes to create
an "ICT Practioners Management Act" -
